SAFE at Home

Since 2007, the Safe at Home address confidentiality program has helped survivors of domestic violence, sexual assault, rape, human trafficking, stalking, or other crimes who fear future harm in their efforts to stay safe by providing a designated address to use when creating new public records. These services help keep survivors’ confidential addresses out of the hands of their assailants.

The Safe at Home address confidentiality program helps protect victims of domestic violence, rape, sexual assault, human trafficking, stalking, or other crimes who fear for their safety, as well as the safety of individuals residing in the

same household as the victim, by authorizing the use of a designated address for such victims,

their minor children, and individuals residing with them. 

 

In addition, the program allows participants to use the designated address on new records created by government agencies and the courts. Examples of new records include:

  • Driver’s license, non-driver’s license and vehicle registration

  • Voter registration

  • Public school records

  • Social services records for food stamps, cash assistance, child support, WIC, etc.

  • Public library cards

  • City or county records 

  • Law enforcement and court records

 

Government agencies and the courts must accept the substitute address of a participant in place of a home, work, school or mailing address. Participants may have their first-class mail, legal mail and certified mail sent to the substitute address, and then the secretary of state's office will forward the mail to the participant’s confidential mailing address at no cost to the participant.

 

Safe at Home may be right for:

  • Survivors of domestic violence, sexual assault, stalking, human trafficking, rape or other crimes.

  • Victims of crime who have recently relocated or are planning to relocate because they fear future harm.

  • Individuals who understand that Safe at Home is one piece of a comprehensive safety plan.

  • Residents of Missouri.

What Safe at Home Does and Does Not Do

 

Safe at Home does:

  • Authorize survivors of domestic violence, sexual assault, stalking, human trafficking, rape or other crimes to use a substitute address on new records with government agencies and the courts.

  • Authorize participants to use a substitute address for receiving first-class mail, legal documents and certified mail.

  • Provide a free mail-forwarding service for program participants.

  • Enable participants to use the substitute address to meet the requirements for a home, work or school address on public records.

  • Receive personal service of process for participants.

 

Safe at Home does not:

  • Help participants change their identities or relocate.

  • Remove or delete existing public records.

  • Offer legal advice.

  • Relieve participants of their legal or financial responsibilities.

Potential participants must meet in person with a registered Application Assistant to apply for the Safe at Home program. Application Assistants are located throughout Missouri in agencies and nonprofit programs that provide counseling, referral, shelter or other specialized services to victims of crime.

 

 

Application Assistants will:

  • Explain program services and participant responsibilities;

  • Work with victims to integrate the Safe at Home program into their overall safety plan;

  • Provide application forms and assist potential participants with the completion;

  • Provide the applicant the opportunity to register to vote through the Safe at Home program;

  • Forward the completed application to the Safe at Home office; and

  • Assist the applicant without discrimination pursuant to Missouri law.

Approval Process

  • Safe at Home program staff review all submitted applications.

  • Approved applicants are then certified as program participants for four years.

  • The new participant will receive a letter verifying enrollment along with a personalized Safe at Home authorization card.

The Safe at Home program is required to respond to new applications within five business days of receipt. If an applicant has not heard from the Safe at Home office in a timely manner, the applicant should contact the

Safe at Home staff at (866) 509-1409 to confirm the application was received.

The applicant is not permitted to use the Safe at Home substitute address until he or she receives the

verification letter and authorization card.

Potential Safe at Home participants must meet in person with a registered Application Assistant to apply for the program. An Application Assistant is a volunteer or employee of a government agency, or of a nonprofit program that provides counseling, referral, shelter or other specialized service to victims of domestic violence, rape, sexual assault, human trafficking, stalking, or other crimes who fear for their safety and the safety of those residing with them. The Application Assistant must be a designee of the respective agency or program and trained and registered by the secretary of state to assist individuals in the completion of program participation applications.
